참조, 숨은참조, 전체 답장은 문법도 맞춤법도 아닌데 메일 매너에서 가장 자주 사고가 나는 부분입니다. 전체 답장으로 보낸 한 줄 "확인했습니다"가 수십 명의 메일함에 들어가고, 숨은참조를 쓰지 않아 외부 거래처들의 주소가 서로 보이고, 참조에 넣은 사람이 왜 들어 있는지 몰라서 혼란스러워하는 일이 흔합니다. 이 글에서는 이 세 가지를 쓰는 상황별 메일 예시를 보여드리고, 판단 기준을 정리합니다. 회사마다 관행이 다를 수 있으니 기본 원칙으로 참고해 주세요.
누구를 넣을지 정하는 세 가지 기준
받는 사람(To)은 이 메일을 읽고 행동해야 하는 사람, 참조(CC)는 알고 있으면 되는 사람, 숨은참조(BCC)는 서로의 주소를 보여 주면 안 되는 여러 사람입니다. 이렇게 역할이 다르니 메일을 보내기 전에 "이 사람은 행동해야 하는가, 알기만 하면 되는가, 다른 수신자에게 주소가 보여도 되는가"를 한 번 묻는 습관이면 대부분 정리됩니다. 그리고 참조에 누군가를 넣었다면 왜 넣었는지를 본문에 한 줄 적습니다.

"참조로 넣었다"는 사실과 이유(영업팀과 일정이 겹침)를 같이 적었고, 누가 행동해야 하고 누가 참고만 하면 되는지도 구분했습니다. 이 한 줄이 없으면 받는 사람은 "내가 뭘 잘못했나", 참조자는 "내가 뭘 해야 하나" 하고 읽습니다.

이 답장은 "전체 답장"이 아니라 발신자에게만 보냈습니다. 참석 여부와 시간 희망은 취합하는 사람만 알면 되기 때문입니다. 반대로 "회의실이 변경되었다"처럼 모두가 알아야 하는 정보는 전체 답장이 맞습니다. 판단 기준은 이 답이 다른 수신자의 행동에 영향을 주는가입니다.
예시 3. 외부 여러 명에게 보낼 때 숨은참조를 쓰는 경우
이럴 때 쓰세요서로 모르는 거래처나 고객 여러 명에게 같은 공지를 보낼 때. 수신자 주소가 서로 보이지 않도록 숨은참조에 넣고, 받는 사람 칸에는 내 주소나 공용 주소를 둡니다.

수신자들이 서로 모르는 업체일 때 주소가 다 보이면 개인정보나 거래 관계가 노출됩니다. 그래서 숨은참조로 보내고, 본문에 그 사실을 한 줄 적어 의아해하지 않게 했습니다. 다만 숨은참조는 모르는 사이의 다수 수신자를 보호하기 위한 것이지, 상대 몰래 다른 사람을 넣어 두기 위한 것이 아닙니다.

무엇이 왜 바뀌었나
참조자를 이사님까지 넓히지 않고 김 팀장님 한 분으로 줄였습니다. 참조가 넓어질수록 상대는 압박으로 읽고, 정작 답변은 방어적으로 변합니다.
"참조로 넣었으니 확인 부탁드립니다"를 "11월 1일 오픈 일정과 이어져 팀장님을 참조로 넣었다"는 이유로 바꿨습니다. 이유가 업무상 맥락이면 압박이 아닌 공유로 읽힙니다.
"빠른 회신 바랍니다"를 "10월 16일 오전까지"로 바꿨습니다. 참조자가 많을수록 기한이 더 구체적이어야 합니다.
"어려우시면 가능한 일정을 알려 주세요"를 더했습니다. 참조 메일일수록 상대가 체면을 지킬 출구가 필요합니다.
수신 구분의 틀
세 예시의 기준은 이렇게 나뉩니다. 행동해야 하는 사람은 받는 사람, 알아야 하는 사람은 참조, 서로 몰라야 하는 여러 사람은 숨은참조입니다. 참조를 넣었다면 이유 한 줄, 전체 답장은 모두에게 필요한 정보일 때만, 숨은참조라면 그 사실을 본문에 한 줄 적습니다. 자주 쓰는 문장을 모았습니다.
CC, BCC, and reply-all are neither grammar nor spelling, yet they are where email etiquette goes wrong most often. A one-line "Got it" sent with reply-all lands in dozens of inboxes, outside partners' addresses show to each other because BCC wasn't used, and the person added to CC is confused about why they are there. In this article I show examples by situation for using each of these three and sum up how to judge. Practices differ by company, so please take this as a set of basic principles.
Three criteria for deciding who to include
The To line is for people who should act after reading, CC is for people who just need to know, and BCC is for several people whose addresses must not be shown to each other. Because the roles differ, a habit of asking before you send, "does this person need to act, only know, or should others not see their address?", sorts out most cases. And if you put someone on CC, write one line in the body about why.

Use this when you put your boss or a related department on CC. So that the recipient isn't puzzled by a suddenly visible CC person, write one line giving the reason.

It writes the fact of putting someone on CC and the reason (the dates overlap with Sales), and separates who needs to act from who only needs to be aware. Without that line, the recipient reads it as "did I do something wrong?" and the CC person as "what am I supposed to do?"

Use this when your answer to an email sent to many people isn't needed by the others. Scheduling and individual confirmations are typical.

This reply went only to the sender, not to everyone. Attendance and time preference only need to be known by the person gathering them. On the other hand, information everyone needs to know, such as "the meeting room has changed," is right to send to all. The test is whether the reply affects what the other recipients do.
Example 3. Using BCC when sending to several outside recipients
Use this when you send the same notice to several partners or customers who don't know each other. Put them on BCC so their addresses are not visible to each other, and keep your own or a shared address on the To line.

If the recipients are companies that don't know each other, showing all the addresses can expose personal information or business relationships. So it was sent via BCC, and one line in the body says so, so that no one wonders. But BCC is meant to protect many recipients who don't know each other, not to quietly include another person without the recipient knowing.
How I reworked a CC sentence
The problem with CC is usually not adding people but adding them without a reason. It reads as pressure or surveillance.
Polishing example: an email that put the boss on CC with no reason
Original(To: Park / CC: Team Lead Kim, Director Lee) Hi Park, I still haven't received the data I asked for last time. I've put the team lead and director on CC, so please check. Please reply quickly.
Revised(To: Park / CC: Team Lead Kim) Hi Park, I'm following up on the data I requested on October 4. Because this is tied to the November 1 launch schedule, I have put my team lead on CC. Could we receive it by the morning of October 16? If that is difficult, please tell me what schedule is possible.
What changed and why
I didn't widen the CC to the director and cut it to just Team Lead Kim. The more the CC grows, the more the other person reads it as pressure, and the answer becomes defensive.
"I've put them on CC, so please check" became the reason "it is tied to the November 1 launch schedule." When the reason is work context, it reads as sharing rather than pressure.
"Reply quickly" became "by the morning of October 16." The more people on CC, the more specific the deadline needs to be.
"If that is difficult, tell me what is possible" was added. An email with CC needs an exit that lets the other person keep face.
A template for choosing recipients
Summing up the criteria from the three examples: people who must act go on To, people who need to know go on CC, and several people who shouldn't know about each other go on BCC. If you add CC, give one line of reason; use reply-all only when everyone needs the information; and if you use BCC, say so in one line in the body. Here are sentences that come up often.
Reason for CC: "I have put ○○ on CC because this relates to ○○."
Roles: "What ○○ needs to check is ○○, and ○○ only needs it for reference."
Removing from CC: "From now on I will take ○○ off CC. Please tell me if you need to stay on."
Individual reply: "This doesn't apply to the others, so I am replying only to the sender."
BCC: "To protect recipients' information, this email was sent using BCC."
